Ministry of Health (MoH) is now accepting applications for the below posts of Third Health Sector Development Project (2008-2013), to be implemented with financial grant of Asian Development Bank.

TERMS OF REFERENCE FOR PIU STAFF
The project implementing unit (PIU) comprises of five staff, including a planning and human resources officer, administration and finance officer, civil works and procurement officer, secretary, and driver, and will be headed by the project manager for the entire implementation period of the project. All PIU staff will be selected and contracted individually with MoH, in accordance with the “Government procedure on international loan funded project implementation”, approved by the order #120 of Minister of Finance, 2007.
1. Project Manager (domestic, 60 person-months)
The overall responsibility of the Project Manager will be to (i) attain producing the Project outputs and attaining its objectives, and (ii) steering the Project to complement the efforts of the MOH and other stakeholders in implementing the Health Sector Strategic Master Plan (2006 – 2015). More specifically, the Project Manager will be responsible for project coordination and day-to-day implementation of project activities, including supervising construction; procuring equipment and materials; disbursement; providing support in selecting consultants, engaging consultants, and managing their supervision and monitoring of the work program and project performance; and reporting on progress, including to prepare the quarterly and annual project monitoring and progress reports.
Profile of the Project Manager
The Project Director must have at least 10 years of experience in project management (health administration) and five years experience working with international donors. A good command of oral and written English is a must. Experience in management of internationally funded projects and a solid understanding of relevant government policies in health are an advantage.
Tasks
• report to the MOH/Steering Committee of the Project;
• manage and provide guidance to the PIU staff and the aimag Project coordinator on a day-to-day basis, including the distribution of responsibility within the PIU;
• facilitate the recruitment of consultants approved by MOH, MOF and ADB;
• establish strong working relationship with the Project steering committee, the HSMP ICC members, the MOH units and in particular the HSMP implementation structure and secretariat;
• effectively interface with other international partners, local governments, civil society organization and private sector involved in the health sector;
• Carry-out effective monitoring (PPMS) and ensure proper and timely reporting to MOH and ADB;
• arrange and provide all necessary support during ADB Missions;
• arrange for annual audits of Project activities;
• ensure regular updates of the Project website for disclosure of Project activities and achievements;
• ensure independent external monitoring of quality of civil works;
• support the MOH in preparing a project completion report towards the end of the Project;
• provide overall guidance to the implementation of Project activities for the attainment of Project outputs; and
• Support the PIU of the JFPR Access to Health Services for Disadvantage Groups in UB as requested in all aspects of the project management directly or through other PIU staff.
2. Administration and Finance Officer (domestic, 60 person-months)
The Administration and Finance Officer will be stationed full time in the PIU in Ulaanbaatar and report to the Project Manager. The Officer will ensure the implementation of proper financial and administrative procedures as required by the Government and ADB.
Profile of the Administrative and Finance Officer
The Administrative and Finance Officer is required to have hands-on financial management (including accounting) experience working with MOF and ADB and proven experience in administering the office of a large project. A good command of the English language is a requirement.
Tasks
• install accounting systems to be used by the Project that are satisfactory to the Government and ADB;
• manage financial accounting of all Project expenditures and ensure Project accounts are properly documented and accurate;
• prepare withdrawal applications;
• establish effective financial and accounting controls;
• compile and prepare Project financial progress reports and any other activity required to manage financial operations as required by the ADB and the Government;
• prepare the PIU budgets and monitor expenditure and funds flow;
• assist in the day-to-day management of the Project;
• maintain administrative and financial files;
• maintain general good working conditions in the Project office;
• conduct any other tasks deemed necessary in conjunction with the successful implementation of this assignment
3. Planning and Human Resources Officer (domestic, 60 person-months)
The Planning and Human Resources Officer will be stationed in Ulaanbaatar and report to the Project Manager. The Officer will ensure the proper preparation and implementation of planning and human resources development activities, and the monitoring and evaluation activities of the Project.
Profile of the Staff Member
The Planning and Human Resources Officer will be required to have at least 10 years of experience in planning and human resources management at the senior level. A good command of oral and written English is highly desirable.
Tasks
• develop and strictly monitor the implementation of yearly Project implementation plans, and update these at midterm;
• develop and take the lead in implementing human resources development and training plans for the four components of the Project, including material development, TOT and evaluation;
• develop plans for sub-projects covering specific outputs of the Project as requested by the Project Manager;
• Coordinate and monitor the use of the international and national consultants hired by the Project to produce timely contributions;
• finalize the Project Performance Monitoring System (PPMS), including required surveys, with the input of the consultants
• produce all the required baseline data and information latest at month 6 of implementation of the Project.
• produce regular reports based on the PPMS to assess the performance of the Project.
• conduct any other tasks deemed necessary in conjunction with the successful implementation of this assignment
4. Civil Works and Procurement Officer (domestic, 60 person-months)
The Civil Works and Procurement Specialist will be part of the PIU and will be stationed in Ulaanbaatar. The Specialist will be responsible for all matters of civil works and project procurement and will report to the Project Manager.
Profile of the Staff Member
The Specialist will have a solid background in civil work (engineering) and at least five years of relevant hands-on-experience in working with the Government and/or contractors engaged with internationally funded projects. Solid experience in civil works is required. Experience in working on procurement issues with donor agencies will be preferable. A good command of the English language is highly desirable.
Tasks related to Procurement
• prepare a detailed procurement plan in year 1 and revisions and updates in subsequent years;
• maintain a detailed record of the status of all procurement activities;
• become totally familiar with and follow all procurement procedures of ADB, including the issuing of all notices and reporting on tendering;
• in consultation with project stakeholders, prepare and manage pre-qualification, short-listing, tender enquiry and bid evaluations of contractors for works and suppliers of goods including all necessary reporting thereon;
• arrange supply of goods to ensure timely availability for users and establish reception procedures and secure compound storage of all items delivered to Ulaanbaatar;
• ensure general conformity of the conducted work with administrative, procedural and legal requirements of the ADB and GOM; and
• verify that administrative and procedural conditions for procurement conform to ADB guidelines and requirements; and
• monitor the Government compliance with the requirement for monitoring and mitigation included in the Summary Initial Environmental Examination.
Tasks related to civil works
• assist the international civil works specialist in reviewing current infrastructure situations and standards to confirm facilities for improvement under the Project;
• assist in the preparation of master plans to rehabilitate priority facilities;
• assist in the prequalification of local contractors;
• review contractor’s proposed workplan and methodology for undertaking the construction works and issue instructions as necessary to modify such plan;
• assist in the tendering process (including preparation of technical specifications, bid evaluation criteria, and other technical requirements)
• develop guidelines for operations and maintenance of completed civil works
• ensure contractors undertake construction works strictly in accordance with the general specifications, specific instructions under the contract and set up procedures for the supervision and inspection of construction works;
• in conjunction with the MOH monitor civil works for compliance with performance and workmanship specifications, environmental protection requirements and health and safety measures;
• prepare notices of non-compliance for the project manager of PIU to issue to the contractor;
• prepare quarterly, annual and final progress reports;
• conduct any other tasks deemed necessary in conjunction with the successful implementation of this assignment.
5. Secretary (domestic, 60 person-months)
The program secretary will be stationed full time in the PIU in Ulaanbaatar and report to the Project Manager. The secretary will perform duties of general clerical and receptionist.
Profile of the Staff Member
The program secretary will be required to have at least 2 years of working experience as a secretary. Working experience in an international organization is a plus. An excellent command of oral and written English is highly desirable.
Tasks
• Manage the office, schedule and make arrangements for visitors and meetings
• Office reception
• Oral and written translation of meetings, workshops and e-mails, from English to Mongolian or vice versa
• Maintain filing system, keep records of all meetings and workshops
• Document processing and routine correspondence
• Assist with other duties as and when required for functioning of PIU
6. Driver – messenger (domestic, 60 person-months)
The driver will be stationed full time in the PIU in Ulaanbaatar and will perform duties of driver and delivering letters and parcels.
Profile of the Staff Member
The driver will be required to have at least 3 years of experience as a driver, preferably in an international organization, and to be able to repair minor breaks to the vehicle and travel countryside frequently. Relevant experience of office goods supply and financial knowledge is preferable. A good command of oral and written English is also desirable.
Tasks
• Maintain and ensure technical check-ups and services of the vehicle
• Frequent travel to countryside on duty
• Delivery of official letters and parcels, as required
• Duties of day to day office supply, supervised by Administration and Finance officer
